How to access this door?

There is a block of apartments in in Arroyo and one of the doors gets highlighted when you scan it but you cant open it. It doesnt require any skill to open it. I tried to go check from behind the building but for some reason the game wont let you. I have done all missions and gigs but i cant remember if i came across this door.
Has anyone tried to access it?

I don't know.

However, i know i've seen many of such doors all around the Night City. And i even seen a video of a door which was just free to open by pressing "f", but which led into completely empty / unfilled building. No textures and all.

I wouldn't spend any much effort trying to open those. I suspect there are quite a few which were changed from "actually involved in some side quest or somesuch" to "not used anymore" during game's development, with leftover flags like "scannable object" remaining on them.

There are doors what require access token, but the game didnt have one. Just a regular problem. Maybe it will be solved

There are boatloads of locked doors in the game which may or may not be intended for future content. Considering the amount of backpedaling CDPR is doing, I doubt we will see any of that content come to fruition.
