How to change the graphics without getting in the game? [Steam]

I was playing and decided to see if my pc could run ray tracing, but it crashed immediately. i tried to start up again the game to turn off the graphics but it crashes. ive tried everyting at this point form changing the properties of the game in steam to just uninstalling it several times but nothing is working im desperate at this point. I JUST WANNA PLAY THE GAME, PLEASE HELP ME

PD: i think its the launchers problem

If you have an nvidia card, use GeForce Experience to change it.
