An animated or in game intelligence report to the White Flame by his master of spies, on the subject of one Geralt of Rivia, detailing his return and subsequent adventures? Introduce us to two major players, at the end both men are interrupted by a raven haired woman in silver and black.

The Wicher 1 and 2 were not very well connected. They had totally different plot types, where only a superficial connection between the first and the next game via the outro existed. The Witcher 1 had a "microplot" that basically took place in Vizima with a small detour and barely evolved politics, where The Witcher 2 had a "macroplot" on a grand scale that moved from one country to another.

Playing TW2 without TW1 didnt mean a lot apart from optional stuff like lore entries, which by no means was necessary to enjoy the second game.

Hence I think it will be a similar experience from TW2 to TW3. Its not a big overarching story like the ME one where you have:

ME 1: Discovery
ME 2: Interlude
ME 3: Confrontation

They were clearly connected.

I have to agree with this. I did not play TW1 because I have Mac. I played the TW2 on my xbox and was a bit lost on my first playthrough but still enjoyed it. I understood more during my second pt by looking at the map and reading the journal entries. Things fell into place. And then I read the books. As long as they don't use the same mechanism as ME3, i.e. the long walk on Palavin's moon with Garus and Vega, to explain the main plot points I think it will be fine.
