HUD Question

I've been googling this for like 20 minutes and the forum won't let me search for "hud" because it's a three letter word, so I'm sorry if this is a dumb question or it's been discussed here a zillion times before, but anyway...

Next to the medallion, above the health bar, there is a grey meter that somehow fills up over time. Sometimes there's a blinking blue gem-like icon to the right of this meter. What the hell is this? I can't find anything online, and the manual doesn't mention it. In fact, the HUD as depicted in the manual doesn't even have it. This is driving me nuts.

PC or 360 ? In PC i think what you`re seeing above the health bar is a thin line that fills gradually would be XP til the next level up also the flashing icon just to the right of the health bar is telling you that it`s time to level up .
