Yeah you can definitely take cop cars for joy rides. It's pretty cool, but I don't think it's necessary.

Yes, just honk (Left Control) to start them. Honk again to stop. Not that I've ever "borrowed" a cop's car or anything...

Hrm, just tried again (PC, v1.06) and you're right, it just turns on the siren noises. I was pretty sure the lights came on as well when I did this on PC v1.05 . That may have been a special cop car as I didn't have to break in with any skills, all the cops were dead and I could just "Get in".
