Yea, upgrade my bounty. but to spawn 1 drone, 1 termenator, and 1 standard cop right next to me freaking boils my blood.
AND THE WORSE PART IS I DIDNT DESERVE THE FIRST BOUNTY.
i was doing the maelstorm initiation side gig. across the street there's 4 cops just minding there own. UNTIL I SHOT A MAELSTORM PERSON and bam. first star.
Why?
Whats going wrong here?

There are dirty cops just standing right next to some wanted street gangs.

I’ve experienced quite some interference through other gang members or the police too. Like in the stadium quest where I am supposed to shoot Holts Face to win at the sixth street party. Some Valentino’s went hostile and suddenly sixths street went hostile too.

My friends talk about this often. I'm ok with it. I love it when Max Tac fights you, just wish they came in on a dropship shining the spot light in your face.

the cops spawning right behind you is an issue with the game's police system, I'm sure they are already aware of this and will eventually fix it ("complete it" might be the right term since I'm pretty sure that wasn't what they had in mind and this might be another unfinished feature).

now about your question, cops react most likely because you shot someone dead on the street? doesn't matter if the victim is a gang member, you're not batman.

But all of the gang members have bounty on them. The cops said Nope we won't paid you, then some ninja cops came out of nowhere and shoot you down.
