Iconic crafting specs for breakthrough location

I can't find the crafting specs for the breakthrough iconic to fill the wall stash. Apparently i blindly missed it or it didn't drop in any of the NCPD mission in a base game. I even went to that weapon vendor shop in Dogtow and he didn't had it either. Please help! i only have two iconic weapon left to fill the wall stash. Skippy is part of it, but i'm waiting for Regina to contact me to get him back after he get re-modified without voice.
please help me to point out where to find breakthrough crafting spec because i've retracted the steps and used google, but i find nothing.

Well, you can only get the crafting spec on Olga Elisabeth Longmead during New Boss, New Rules suspected organized crime activity at Santo Domingo. If you already completed this NCPD scanner hustle but didn't get the crafting spec, I'm afraid you won't be able to acquire it anymore

nooo.....@CDPR, you're too cruel.... How can you advertise the vendor shop in the Dogtow to have all the iconic weapons and he don't have it just because i didn't pick it out in first try all because i missed it.
