Currently, for example: If you have a common crafting/weapon spec for a piece of clothing/weapon, you can either upgrade it or use it in a craft to make it an uncommon, then rare, then epic, and finally legendary (all of which will reroll stats and mod slots). However, that's if you have the crafting spec.
At 50 Street Cred, vendors/ripperdocs will essentially have new gear but not all of it. There are a ton of cool looking clothes and weapons that are not found on vendors (unless their stock rotates, which I'm not sure how often is). In the end, the stock for crafting specs are abysmal.
To remedy this, if dismantling Weapons/Clothing, you should unlock the basic crafting spec for the item. Transmog would be nice (and the easy way out), but after toying around with the crafting system, it works kind of well for items you can craft.
However, this is limited to the specs you find/buy--so you still can't really get the "look"/"style" you want.
