Although we all know IGN is full of shit and on EA's payroll, it's still a rather well known site and they gave best RPG to TW3.
Note: Scroll down.
A phrase "IGN has it's head in EA's arse" is more fitting, but less appropriate. Hell, even this something that's in their vidoes had a character in ME3... a then wonder why ME3 was sooo gooooood according to them.
But I digress.
What we see here is going for the most promising... not to call "mainstream" thing. Witcher 3 got serious hype after E3, more and more people look into it, it shows more promise that DA3 or other RPGs ( let's not go into Dark Souls 2 vs TW3 argument

).
They do not want to piss EA or anyone off so TW3 got only the best RPG award.
I think what some people need to understand is that, all reviewers that work for sites like IGN or other magazines are basically biased. Or they will kiss the bride and get a short-term marriage for next review copies, exclusive interviews that will generate more views and that in turn will generate more profit from video-game advertisements... and from that these magazines and sites take cash to exist. Or they can get a cut on their profit...
Were are in the state in which most sites like IGN exist mostly because of courtesy of big companies that, while there is no proof that they bribe them, create the source of profit for them.
That's why companies are not afraid to give embargo's on bad reviews and blocking negative content about their game. That can be the reason why CoD scores 9/10 every year, that can be the reason why ME3 got such high review score.
Okey, I went well off topic for quite a while, sorry.
Anyway, sure how NICE of them that they gave TW3 best RPG of E3... nice, pff, but not surprising.
