If anyone's played GTA IV on PC (I'm not sure if it's the same on consoles, it probably is) then you're probably aware of the fact that game didn't have any loading screens. EXCEPT, for when accepting a mission. That's the only time the game had to load the assets. Apart from that, there was one giant loading screen when you fired your save up and after that, it was smooth sailing baby. Everything flowed like water on warm butter. Or something like that

So yeah, the hardware and tech will definitely allow it, now it's all up to RED for optimization.
