No guarantee, I'm afraid, but I've found several in the chests in the peasants' houses. If you haven't entered every house yet (for the first time), you could save outside the door, check, and reload again, if you don't find one. A bit time-consuming, though. That's the trouble with random loot.

Grrr. I re-ran it about 20 times, checked every house, couldn't find one. I gave up and picked up a pickaxe.
Blasted bad luck! Very frustrating, I know. That's why I never really cared for random loot: it's a double-edged sword -- sometimes you get what you want, other times you end up reloading. At any rate, have fun with the pick-axe.
I was hopeful on that, but no, it's another random one. Also the two groups of bandits you meet on the way to the kayran place. I gave up, anyway.
I wonder if it's possible to mod the Mysterious Merchant so he'll sell you one? Should be...
