Indoor lighting/shadows flickering on DX11 and DX12 v4.04

Here's a clip of it happening, it does this pretty much in any indoor area, with some being worse than others. I've tried dx12user.settings edits, different Graphics configs, tried it on DX11, removed all mods (on top of putting the vanilla configs from Documents/The Witcher3/... back) and nothing helps. Nothing reasonable, that is, seeing as Ray Tracing for some reason fixes this problem but it's the only thing; here's a post by someone else from a couple years back that comes to the exact same solution (I didn't see this until I had already figured out the RT thing) that also went unanswered: https://steamcommunity.com/app/292030/discussions/0/3781371514576833969/?l=english

Not exactly a reasonable solution considering the FPS hit for turning on RT. Can we please get some help with this (apparently) long-standing unresolved issue? I assume it has something to do with the next gen update given the Steam post from end of 2023 and the fact that Ray Tracing fixes it, but that's about it.
 
When you say you removed all mods, did you follow these steps?



Apart from that you could also try to clean install the gpu drivers:
 
no, because having to completely redo the entire installation is even less feasible of a solution than turning on RT. If I have to completely remove everything to try to fix it I'm just going to remove it and move on. I realize my way isn't the most "sterile" of testing conditions but I would hope it would be enough to at least get some sort of bandaid "turn off this setting or set this value to whatever in the config file".
And I already did a complete DDU/reinstall of my GPU driver for another issue I was experiencing; it was still doing this flashing thing before that and now still after the clean driver install
 
If the issue is mod related it will be tricky to get rid of without doing a proper clean installation, as mods level a lot of traces everywhere and only disabling them is rarely ever enough. Alternatively, you could also check if your mods are all the most recent versions.
