Do you mean "intelligence" or "breach protocol"?
Former: not that menu. To increase the level of an attribute you need to add points in the menu with 6 nodes. The one in the attachment. Don't mind the language.
Latter: for perk levels (breach protocol, stealth, assault) the associated ATTRIBUTE is a hardcap (breach protocol - intelligence)

Int 5 caps Breach Protocol to 5.
The game isn't clear about this, I agree : I jsut discovered this sunday after 50h of play.

Yeah, your skills can't go higher than the stats they're tied to. So to increase them you have to put more stat points in.
