In the Sun-End Panam is p*ssed because V don't want to go with her.Panam and Judy leave V if you don't go with the Nomad ending, yet V is still dying.
I think it's a combination of that and seeing how only through romance do you really get to explore a character and really develop a deeper relationship with them or understanding of them.It's almost inevitable these days, you make a likeable great character and the player base will want to bang them.
I blame decades of game development putting sex as the end goal of romance options for creating that standard now.
Put yourself in her shoes, and you would do the same thing unless, of course, you are more comfortable being alone in a desperate situation without a good friend that can help you cope. A good friend by your side is always a good thing, you want it or not. Believe me, I learned that the hard way.Didn't like Judy that much. Ok, she shows V the braindance. After Evelyn insist. But then she is always asking for help, because V is a mercenary etc. And she often reacts hysterical.
What could V have done to help the person in the bathtub? - Nothing.
Can you carry the person to the couch? - Oh well, of course, thx for the call
I don't like helpless, female characters. Judy is a ... in german you would say: softegg or better "Lappen".
Panam has to much temper, but V can handle that.

Oh, don't get me wrong, I'm not bashing Panam for calling V or anything. I'm playing as femV, so Panam basically just calls her friend for help, even though she has her whole family ready to help. Just like Judy calls V for help, but the difference here is, Judy doesn't have anyone else. The only friend she has is V.Well, about that: during that same mission, moments before stealing the Basilisk, if you are "romancing" Panam and you talk with Carol, she will ask you something like: "Panam called you here, to help her, despite having us all. Do you understand why?"
So, to be honest... it's pretty much hinted that Panam calls the male V just to have him there.
That said, I like them both, but I personally prefer Panam. Hope every relationship will get a chance to be deepened and expanded - and that new ones will be added in the future. ç_ç

And the fact that these romance interests become a piece furniture after their questline does not add any quality over quantity argument of why the choices are so limited.
