Is my desktop too bad even for ultra low setting?

This is my specs:
Intel e7400 2.8ghz
4gb RAM DDR3
AMD radeon HD 6670 1gb DDR5
Windows 7 64 bit.

It's really weird that I found many youtube video claiming that worse PC than mine can play at even a higher setting and better FPS. That's why I bought the game.
I set the game with low dedault setting, and throughout the prologe, everything is perfect. I got around 40-50 FPS. Some stuttering, but it's unoticable.
However, when the chapter 1 comes, everything is messed up. The FPS drops to about 12-15, giving me headache.
Then I tried out some ultra low setting via google. Still, none works. No setting can take me up to 30 FPS. This is the lowest one I tried so far.

I believe there's a D3D9.dll that'll help with performance issues.

yes, I already done that, but it doesnt help.

Still, guys, I think I found solutions to this. I would just leave it here for anyone being in my same boots.
First I downloaded Razer game booster. I never believed in these kinds of programs, but in this case, it actually helped. It got me up to about 27 FPS.
Second, if you were using a HDTV (you know, the kind you use to watch television, not the kind specifically for desktop), choose 1280 x768 resolution. Dont use 1280x720. yes, the screen would be smaller just a little bit, but it push my FPS to around 35! I dont know whats the difference between those two kinds of TV, maybe the refresh rate? No idea, but it actually worked!
