Is the Cyberware Stat Modifier Re-Roll mechanic purely RNG or does it follow a Sequence?

Hi everyone. I am on my 2nd playthrough.

Is every single instance of re-rolling the stats purely Random Number Generator RNG? Where each try is completely independent from earlier or subsequent re-roll attempts?
Or is it following a locked, set, sequence, in order?


Has the Developtment team from CDPR ever explained if its pure RNG or a set pattern/order?

I apologize about this question but I just spent a long time re-rolling :)
I mean its fun for me, but I sure wish I could understand the process better.
It's frustrating to re-roll 40x and not see the stat you want. All I see is useless stats: Richochet, Carrying Capacity, faster grenade recharge.

Related question: It seems like if you are shooting for a very high % Percentage or number (like +7% Headshot Multiplier, or +10 Health, etc) that its impossible for Iconic cyberware or anything that you buy at Tier 5 or higher.

I.E. it seems like to get a high number or % you need to acquire the cyberware item at a lower tier, and build it up. It seems to like having a chance to grow into a bigger number. But at Tier 5 you can't really grow it, and it seems reluctant to just hand you (RNG you) a very high % at Tier 5 or higher.

I already successfully re-rolled most of my Cyberware to solid stats with high Headshot Multiplier %.

But I just bought an iconic Cyberware but the stats were bad.
So I spent a crazy amount of crafting materials and used up a ton of my throwaway cheap cyberware before it rolled me acceptable stats for my iconic Ware.

I actually even saved after a short time when I got 3.5% headshot, to gamble and try for even better stats (like 6% or 7%), but I could not get a God-Roll.

Granted I was not tracking all of the possible stats each time in an Excel spreadsheet, but it sure seemed like the same crappy stats were coming up again and again.

And I swear when I went back to my earlier save and started again, I recognized the exact same Roll at about the same time.
So that got me wondering if every single event is independent RNG, or if its all a sequence.
