Is there another way to get the Duolayer microplate-mesh nomad jacket without 13 strength?

I made a build for the malorian and can't change anything especially on console

Legendary Gorilla arms gives you +6 bonus to body skill checks. So, in this case, you'd need to have "only" 7 points in body attribute.
Other than that, there's currently no other way of getting the Nomad jacket.
 
Yep, if the door is lock and you're unable to open it, that's unfortunate, but nothing that you can do :)
(exactly as the Solo jacket which require Tech 16 to open the door... If you don't have 16, it's "dead")

Thats...that is way to much tech for a jacket i have enough but thats not fair to everyone, this shouldn't be a thing in single player when clothing doesn't even benefit builds or anything

Yeah its annoying alright. The fixer bustier is worse though. Its on the corpse of an npc that only appears in the streetkid lifepath intro so if you are not a streetkid, you can never get it.
 
Yep, but when it's specified on the attribute that it allow to open "locked doors", it's probably fair to assume that behind these "locked doors", there are chances that there are some interesting things/stuff/whatever (they are not locked for the sake to be locked^^) :)

I think they are locked for the sake of it sometimes, i went back to where I rescued evelyn and there was a locked door with nothing but green maxdocs somewhere in the warehouse area.

er well even underground when i first went there i faintly remember there being a locked door with two people inside it with a password protected terminal and the next room didn't have anything useful not even worth having if you are low level

You're wrong about this one, if it's the place I think ;)
In the room with computer at entrance (require password or INT skill to hack it) and two scavs in two little rooms (and corpses on the ground), there is a container which at minimum, contain an epic item (and if you're high level enough, legendary). It's just in the third room :)

Thats really lame im starting to wonder if they could/should unlock all clothing options for everyone in the transmog menu everything

the romance maxtac stuff, street kid bustier, the outfits we get from the last story missions etc and make vendors sell legendary version of things with varies stats that help builds etc so vendors don't lose significance and return mods so people without tech 12-18 can get legendary mods without [edge runner artisan] or [waste not want not]
