Is this a bug/glitch?

Hello everyone
While playing I noticed a strange fact : I was exiting from the sewers of novigrad and I stopped right before the gate, looking outside I noticed that the whole world ( outside the "dungeon" ) looked like if graphic settings were all on low while inside the dungeon the detail level remained the same.
While crossing the gate the illumination changes immediatley and the world returns to the normal level of detail, this happens without any sort of "transitioning" and it's not nice at all, to be honest it looks horrible because it all happens drastically in less than a second: one step forward and the "outside world" looks perfectly fine, normal level of detail, normal sea, normal illumination... one step back and it looks like the "S word". If i stop in the "right place" this happens even moving the visual only ( forward and backward )

Looking outside : as you can see the wall, the sea (which becomes instantly flat ) and everything else looks really poor on detail and overly, really overly, bright) :


Moving the visual forward makes the outside look normal


Also as you can see there's a brighter mud-like area on the ground but this particular area is brighter than in the rest of the dungeon and it's the area in which the "transition" ( which is not a transition cause everything changes drastically) happens:



The very same area is visible also on the first and second screenshot.


I never noticed this happening before patch 1.04 was released and also, since that very update I noticed a strange behavior of lighting in general, not only in this situation, more pop-in and a decreased overall quality of the water that now looks a bit more "plastic".

I tried to reinstall the game (had to re-download it entirely from GOG ), rolled back drivers ( from 15.5 to 15.4 ) , disabled OC of both gpu and cpu, tried to edit rendering.ini and user.settings but sadly I couldn't find a solution.



This actually happens whenever I exit a dungeon in novigrad
like the one of the whoreson's arena

Playing on ultra, hairworks on ( tesselation set to 8x by CCC ) everything from post processing menu is enabled, no vsync no fps limit only setting on High is vegetation distance.

i5 2500k (@ 4.3)
7970 lightning (core@1200)
12 GB XMS3 @ 1333MHz cl9 2t

P.s. game always starts as borderless window even if I set fullscreen and I change the users.settings to read only.
