Is this top available ingame without mods?

I manged to find the little tank top that V wore in the 'morning after' during the E3 demo and I found Judy's little top but I wondered if this one was available from a shop or loot?

I know there are mods for swapping visuals but I am trying to mod this game as little as possible

Don't know about that color, but it's definitely available in other colors and patterns. No gun holster though.

Clothing vendor in Pacifica sometimes has variants of that top.

i got this dress alt from boss . even legendary grade 4 slot. but not this color.
its about yellow or even peace color .

you can find them in the clothes shop in Pacifica but they will not look as good as the Mox NPC, as I remember on top of my head, there are 3 versions of it in that shop, with camo, a Jp char and one more in red color ?

on nexusmods is a mod with that you can upgade every item to legendary...
just saying
