Issue [reproducible]: Broken side quests after leaving main quest at a certain point

Starting point: quests / main_quest / prologue / q003_maelstrom / maelstrom_deal / 01_meet_jackie1
After talking to Jackie, you have to decide whether you want to go to the meat factory to get the robot - OR to interrupt the quest at this point.

If you decide to enter the factory, you have to use the intercom and enter All Food. Leaving the scene at this point, is a quest breaker for following side quests.

What happens if you unexpectedly interrupt the main quest because you do NOT use the intercom and/or don't ENTER the factory?

Jackie realizes that you are leaving and says goodbye. A few seconds later he sends a short message saying that he is still waiting at the main entrance.
So far so good. But if you leave and trigger side quests afterwards, you'll end up somewhere in limbo.

Example 1: quests / street_stories / watson / kabuki / sts_wat_kab_07 / sts_wat_kab_07 / get_to_casino
- If you enter the area, you get the quest entry for the side quest (club owner who tortures Joytoys to death and records BD's).
- You do NOT get a call from Regina (normally you would).
- The quest will not be completed and you will not be rewarded - regardless of whether you kill the club owner yourself or hand over to the Mox.

Example 2: quests / street_stories / watson / kabuki / sts_wat_kab_102 / sts_wat_kab_102 / get_to_docks
- When entering the area, you get the quest entry for the side quest (attach GPS transmitter to the vehicle of the Russian fixer)
- You GET the call from Regina
- The quest is NOT updated when leaving the scene after attaching the transmitter.
- You will get NO call and NO reward.
- You don't get any instruction (and no hint) that you should pick up the bonus at the handover point.
- The quest remains in the quest log, but can no longer be marked.
