Items from chests level and Temerian armor upgrade.

I'm currently level 5 and every item i found in chest is 1 lvl, items from bandits - 6-10 lvl. Is items leveling system didn't work or what?
Also, can I upgrade my Temerian armor set somehow?

The levels for loot in this game are fixed, the same goes for enemies - you can run in all levels of enemies and loot at all times, I'm assuming you're still in White Orchard, so this skope of levels makes sense (you're usually about level 1-6 in this area). There is no dynamic system as in Skyrim or Oblivion, where you have leveled lists which update according to your level. So it's not a bug, but a design decision.

Also, can I upgrade my Temerian armor set somehow?

Sorry, don't know I haven't even found it...
