I've beat everyone in gwent in novigrad but according to the book i'm still missing two cards.

I literally can't play this game knowing that I can't finish this goddamn mission. This is really pissing me off. I've fought every player on this list twice and i'm still missing two cards. THIS LIST: http://www.gosunoob.com/witcher-3/gwent-players-merchants/

Merchants count as "players of no real renown" or whatever the exact term is, so they don't count for "cards missing in [region]".
Could be you're missing a couple cards that one of the innkeepers is selling.

Did you finish all the Novigrad Gwent quests, including Old Pals? And did you finish the High Stakes quest?

Sorry for the late reply yes I did both of those quests and i went to each town and checked the innkeepers for cards but they didn't have any to sell.

most likely you missed someone with whom you can play. + you need to free another merchant in Velen and buy missing cards from him. Most people let him through. its location on the screen. he will then appear in Glinnik.
