Kaer Trolde Blacksmith and Missing Merchants - Still

Hi all, I've done a search, and i know there have been threads about this quest (Hard TImes) and this guy, and the last thread I found was 2 months old. I tried doing what the various threads suggested; waiting (literally standing there waiting for him, as well as meditating), coming back at a specific time (people said 10 worked for them), re-loading, etc, etc, etc... but nothing has worked. I cannot complete this quest and I cannot talk to him. There is no icon to talk above his head.
All he does is either sits down, or bangs away at some sword, or he's not there. No matter what time I come, if I come at 10 on the dot, or a few mins later, or even at 10:30.
Like many others, I also had the same problem with the 'Wanna Have At My Stuff' quest, but that was fixed, and I could talk to the dwarf. This is the exact same thing now with this blacksmith. He has a name 'blacksmith' above his head and that's it, no matter what I do.
Some people also reported hearing him saying something, but for me, he's silent.

I also have a number of people, that are missing from the map. I only go to them as I know where they are. But until I get near them, or after interacting, does the icon for them pop up on my map.
Barbers are especially problematic, I hardly ever see them on the map, so I'm running around every town/village I'm in, trying to find somewhere to get a shave, lol. But other than that, it's rather random who I see and who I don't and when.
And yes, I have all filters on.

I'm on PC.
Is anyone else having issues with this still? And has anyone found a solution?

he (and some other merchants) sometimes behave that way.
what always works for me (as long as they are there):
stand before him, quicksave, load that save.

I've only had this with him and the dwarf in the other quest I mentioned. Any other merchant, if they're talking, you have to wait till they finish to actually be able to talk to them, lol.
I shall try.

EDIT - ok, i did what you said, and it worked. Thank you! I was able to talk to him and give him his letter. But i have to do this each time i go to him, as he defaults back to not having the talk icon.
