Koschey - Doesn't always spawn a Drone (or Endrega Larva)

Koschey is a rather powerful card.
The tooltip reads:

Thrive.
Whenever this unit's Thrive is triggered, Spawn a Drone in this row.
Adrenaline 4: Whenever this unit's Thrive is triggered, Spawn an Endrega Larva in this row instead.

However, it's bugged.
The bug is something we likely haven't been able to notice but new cards like Sir Scratch-a-Lot which allows you to replay himself, triggering Koschey's Thrive a second time during a turn. On that second trigger, Koschey does not spawn the drone.

This leads me to suspect one of two possibilities:

1. Koschey is bugged, or;
2. Koschey only spawns an add once per turn, and the tooltip needs clarified.

Personally, option 2 seems to be the intended behaviour and a tooltip correction is in order.
Option 1 just seems too powerful...
