Launcher fails ...to launch after install

Hi fellow Witchers, wonder if anyone could help me out with this problem.I have been playing the witcher 2 on my old pc |vista 32| , but this week i decided it was time to join the 21 st century and bought a new pc
windows 7 64 bit
8gb ram
560ti
128 ssd plus a d hdd drive
disk drive - LG Super-Multi GH24NS70

I installed the game, but when i press the launcher nothing happens, no errors just nothing

so far i have cleaned the disks, installed as admin, launched as admin,tried using the launcher in the witcher2 installed files, installed from the set up file on the disk, installed from the hard drive (copy and pasting both disks to my hdd then installing off those),
whats next ?
i have checked LG for any update to their drive driver but nothing there.
What i find odd is i am not getting any errors messages on installing or after pressing the launcher
the only thing odd about my pc that i know of is that My Documents is moved to the D drive.

any ideas?

Did you move My Documents by using the "Location" feature (the right way)?

'Location' inside the My Documents properties- yes that's the way i did it.
also anti virus was turned off.

wondering- could it be my disk drive ? the disk drive might have failed to read the disk appropriately during the install ( but I also had no success when I copy and pasted- via that same disk drive, the contents and ran the installer from my hdd) so if i used my wife's laptop drive to .......
copy and paste to somewhere inside her laptop and then on my pc go there via my home network and run the installer might that work? or is it possible to just install the game via my wifes laptop disk drive onto my pc via a network? ive never tried that.

J managed to solve the issue,
i did several things so im not sure which one was the problem
1,install with UAC off *in windows 7 thats putting the UAC @notice@ to the lowest level on the slider
2, restore My Documents to same hard drive as the game install.

sorry cant see to find a " SOLVED" button anywhere here in this forum
