Legendary pants blueprint, where?

Where to find the legendary pants blueprint? I think I have visited all shops and have not been lucky to find one.
Is it related to how far you are in the game, or is it just an RNG loot on whether an clothing store vendor would have the blueprint?

All the other items I have legendary except for the pants. :/

You can get em from the same shop as the legendary boots and jacket. Just keep waiting 24h so the stock refreshes and it will appear sooner or later.

But honestly? They look like crap. Get the Johnny pants instead, you can upgrade them to legendary.
