I have a strange problem that didn't occurred at my first playthrough (patch 1.21). When i started the quest to slay the beast of Beauclair Geralt was at level 70, but when i reached Toussaint his level jumped to 100. I tested old saves from my first playthrough and geralt's level there is 84 after finishing most of the quests there.

It's a known issue with no definitive fix as of yet. There are a few workarounds that have worked for many people. See here.

You can read up in that thread for a better understanding of the bug, but the only way to avoid it completely is to start a new game. The workaround will allow you to continue on with pretty minimal loss, if any.
