Light sources other than the skybox don't have bounce lighting, resulting in extremely dark interiors

RTGI only seems to ray trace the lighting coming from the skybox, such as sun and moon. But light from other light sources, like candles, torches etc... isn't ray traced and bounce lighting is absent, resulting in some extremely dark interiors.
The implementation of ray tracing feels weird and incomplete compared to the work done with Cyberpunk 2077

The only light illuminating Geralt and the npc in front of him is an horrible artificial light being casted by the camera.

Same thing happening for me. Even the Exteriors are dark. Have to reload the map and couple of times by fast travelling to different regions to fix it

Noticed that a lot of interiors have a ugly blue haze too, like in your picture. And yeah, geralt looks like he is glowing in a lot of places, like they just cranked up the ambient light on him instead of letting the environemnt lighting do its job.
