I'm posting this just in case someone else has this problem and this particular solution.
My install of Witcher 3 had annoying lip sync issues where the lips moved about two seconds after the audio most of the time.
Nothing worked
I tried everything to fix it and hide recently updated my Nvidia video card drivers.
Then I noticed that the mp3s I was playing on my computer sounded fast like all the voices were pitched up just a little. I thought I was going crazy but then I played music side by side from my phone and my computer and my computer was indeed pitching things up.
I went into the control panel device manager and disabled the Nvidia HD audio device as I wasn't using it anyways....
My audio files then played normally and all my lip syncing issues in Witcher 3 also went away.
