There is no official post with such links, so enjoy mine:

These are directories with images of all decks sorted by player's name. Each day has an option to download all decks at once.

Where they allowed to use new (thronebreaker) Leaders?
There are some identical decks ;p Everyone seem to be using same Crah Horn Unicorns deck

as a side note, is Gwent Open a part of Gwent Challenger and Master tournament, but each is just different stage of one tournament, or are they all different tournaments, each having own "quaterfinal", "final", different rules?

Just to clarify: I did not create these folders - I noted them down (all the letters and numbers) from the streams I was watching.
