LocKey# Bug? .. Issues with Text Messages + Various Text

this bug has completely taken over my text messages.

Texts from Victor all say LocKey followed by numbers, also from various fixers. I can only reply saying LocKey aswell.

this is also from the Journal containing the new Apartments.

some messages work fine and can reply as normal, but I can't even see what some people are saying or what I'm replying.. kind of frustrating.

I have already verified files within Steam and that did nothing

Very weird
I don't really know but it seem to me that what it appear it's the ID of the quests, messages,...
Have you used mods before in 1.31 ? (without reinstalling the whole game "clean & completely")
It happen in a new save started in 1.51 ?
