Low FPS, especially near foliage, new PC

Five years ago I bought a new PC for this game, it ran terribly so I put it away and forgot about it. After having such a blast in Witcher 3 with my latest PC I thought surely W2 will run well on a modern system...

I'm getting low fps during all the starting scenes. Immediately after the siege machine doors open and the fight starts I get stutters, also just standing near any foliage in the tent scene with the catapults. CPU and GPU usage is super low (20-40%) yet the framerate keeps dipping.

I've tried all the usual fixes in the Nvidia driver panel but nothing seems to help. Game detail settings make no difference at all.

i7 4790k @ 4.4ghz, 980 GTX, SSD, 16GB RAM, Win 7 x64.

*edit*

Actually it doesn't seem foliage is the sole cause. I've noticed that just looking down at the ground anywhere near the tents in scene one causes stuttering, looking back up solves it...

Turns out it was bad frame pacing rather than actual framerate dips. Forcing Vsync in the Nvidia control panel seems to have fixed it, silly me for not trying that obvious fix.

You saved me! I had the same issue with FPS on top hardware (i7 6700K and GTX 980 Ti). Now instead of 25 FPS I got 60! You are my savior! Thank you very very much!

PS. Yet in Flotsam there are constant FPS drops whan moving Geralt around...

I had pretty good performance inside Flotsam but there are lots of loading zones that cause huge stutters, especially in the forest.
