Low fps on i7 12700kf and rtx2070 super

Hello, since first time i played cyberpunk on my old pc im getting very weird fps. Whatever settings i use i get around 40-60 fps with hard drops. I think i have quite nice pc so i dont get where this is coming from and i cant any solution to it. In

Specs:
cpu -i7 12700kf
gpu - rtx 2070 super
mainboard: - gigabyte b660
ram in screenshot

Not sure it could help, but worth to try
In 1.6 some players who have encountered performance issue saw an improvment by reseting Graphic and Video options to "default", quiting and relaunching the game. Then if it's better, adjusting settings as wanted.

unfortunately it didint work at all, still if i put the game even on lowest settings and low res my fps are stuck on 40-50 fps. It only changes when i put it on max settings with rtx and it drops to 30.

Hi. My fps is lower on 1.6version. On 1.5v i had 10 fps more.
My spec is 3090 Ti Gigabyte Gaming, 12900K stock,32gb DDR4. I am on 1440P.RT PSYCHO,DLSS QUALITY.
For example on 1.5v in some place near hotel at beggining i had 67fps. Now i have 59fps.
