low fps on opening movie?

I can run the game at 60fps constant, but the intro cinematic (ie the cgi stuff) runs at 25fps.. its a horrible, jerky and uncomfortable viewing experience... is this a glitch, or did someone decide to ruin that beautifully animated intro by forcing it at 25 fps?

the cutscenes are capped at 30 frames (which is retarded and certainly not up-to-date in any way), but there is an option in the settings files to cap them at 60 frames, not sure if that changes anything though.
not even getting 30 frames though...cutscenes are a right stutter-fest.

Mine was stuck on 18fps during the CGI intro :/
