Low FPS with Low GPU Usage and DLSS not working properly

On Ultra RTX preset, I'm getting lower than expected fps. I have an RTX 3080 and an Ryzen 5 3600X. Others are getting 70fps average while I get 40-50fps and low GPU usage, you can see it's 63% in the image.

DLSS does next to nothing for me as well, boosts fps from 47fps to 50fps with RTX enabled. So these are the issues, I think they may be connected.

Same issue here. i7 9700k with RTX 3080. Running on 1080p for now. GPU usage up to 42%. Unplayable with RTX on as the frame jumps from 27 to 47.
Dlss set to quality.

Definitely a cpu bottleneck there
 
Same issue here, I5 8400 + 3080 + 32G Ram.
I have tried to install a fresh Windows 10 (20H2), Nvidia latest driver (460.79), Steam, and MSI Afterburner.
Ray Tracing Ultra preset, DLSS Auto, Vsync on (I only have a 60HZ monitor), and resolution is 1080P.
CPU usage is above 90 all the time (sometimes go to even 100).
GPU usage is around 50 ~ 70 and FPS is around 40~50.
I have also used DDU to uninstall drivers and install 460.79 for around 20 times, but it doesn't fix the low FPS issue.
Changing the resolution all the way down to 1024 X 768 and DLSS to Ultra Performance doesn't improve the FPS at all.
Game version is 1.04.

U have an 3080 and only an i5 cpu, well in most games that would be enough, but this is the heaviest game in terms of cpu power required i have every seen, and u play on low resolution, so yeah, cpu bottlenecked i'm afraid. Also dlss and lowering resolution helps the gpu not the cpu, i would say crank the graphics up all the way, and play with the frames that your cpu can give you, lower crowd density maybe and try get more frames.
 
I´m having similar issus, but i got some slowdowns with a 100% CPU usage, frame drop tp 4fps, sound stutter and 5 Seconds later everything is fine, at the same time my gpu is dropping its clockspeed from 1,7GHz to energysaving..

With my RTX 2060 with Ryzen 5 1600X on 1080p(I know its not a great cpu but I don't think its about that) for some reason DLSS doesn't impact performance either, with DLSS I get like 5-7 more fps (RT is disable). And DLSS's all modes give the same amount of boost to my fps. Oh and my GPU usage drops to like %70 %60 when I enable DLSS as a reslt nothing changes about performance.

yes, there is no difference for me, i think my CPU is the limiting factor

Well, there is a new patch coming soon, I saw that they will be fixing some fps issues in this one so stay tuned and let's hope for the best.
 
Did you guys try the fix out?
Fix increased FPS like 10 so now I can get avg60 fps min 50-55 fps on front of V's apartment (before the fix like avg 50 min 40) so it worked but still when I enable DLSS gpu usage drops to %70 so performance won't change much but overall it gave me fps boots so it worked I guess thx
 
I've watched online benchmarks with my current specs and I should be able to get around 60-80 fps on the settings i play with, yet i struggle to reach 40. Any tips for fixing this?

My specs are the following: Intel core i5 10400f, RTX 3060ti and 16gb of ram.
 
Similar issue.
With a little older hardware:
Xeon E3 1230-v3 (gen4, Haswell; ~ i7 4770)
RTX 2060
16 Gb RAM
System and the game are on SSD.

Resolution is 1080p. The CPU is mostly at full load (80-100%), while GPU is at 40-50-60%.

Initially it wasn't so bad, I suppose because the game takes place mostly in indoor areas, but since Act2... Driving in the city causes fps to drop to range of 20-30. (closed areas still seem to be fine though... or rather acceptable 50-70 fps)

DLSS on or off, doesn't really matter, with out it goes even worse.
Of course ray tracing is just a dream with this card - so it's turned entirely off.
Other option are at high or medium. (playing with them does not have any noticeable effect on the framerate)
 
For me the fix I posted first worked, and GPU usage is always at 90%+ and DLSS works as intended (big difference on/off).

The new patch 1.05 is already out for consoles and will be coming soon to PC, and they address the CPU AMD SMT issue, I wonder if this will be better than the fix I used. Will report back on whether I see a substantial change once the update gets released on Steam.

Update: Yeah, I've a 6 core and see no difference with the new patch from the hex edit fix, but I think 8 cores and above would be experiencing worse performance as this does not affect 8 cores and above, and apparently also breaks the hex edit fix.
