Low GPU usage with DLSS Super Resolution enabled (RTX 4090)

DLSS Frame Generation disabled & Super Resolution disabled: GPU 99%, CPU 30-40%, FPS high 60s
DLSS Frame Generation disabled & Super Resolution (quality) enabled: GPU ~60%, CPU 20-30%, FPS high 30s
DLSS Frame Generation enabled & Super Resolution (auto) enabled: GPU ~60%, CPU 20-30%, FPS high 30s
DLSS Frame Generation enabled & Super Resolution disabled: GPU 99%, CPU 30-40%, FPS high 60s

Tested with both Latest Nvidia Driver 528.24, and 527.56
Hardware-accelerated GPU scheduling enabled
ASUS TUF RTX 4090, 10850k
Launched through Steam

Before the patch, running DLSS on quality would have my FPS averaging 100 with full utilization.

Weird i have the same GPU and saw around the same fps without framgeneration enabled. Reflex does take a few fps away but nothing like this.

Noticed a lot of hotfixes downloaded on Steam in the past week but the issue persists, haven't found a solution yet.
