You obviously haven't read the corp book on Arasaka. Lundee and Militech are "Patriotic, Pro-Americans". With them, it was all about "American supremacy", not necessarily GLOBAL CONQUEST. Saburo wanted basically to resurrect the Japanese Empire that died in WW.II with him as Emperor. Lundee just wanted the U.S to be THE #1 power in the world. Big difference.
