I think I have found a solution for those who have issues is Mr. Hands calling back. I had this problem for 2 days, patched the game to 1.04 v. I went to Pacifica on a mark with a potential side-quest(? sign) of Mr. Hands, it is right on the bottom left of the map. He called me both for main quest and side quest when I got close. You should try this

May be you have to level up your rep to see this one. I was at rep level 40 when I found it on map, it was right near the trraders on your screenshot.

Can confirm that this works for the initial "Waiting for Mr Hand's call" aswell, even without the 1.04 update. Big thanks for the help browski.

I can confirm, this does work! thank you for sharing the solution. The location you need to go to is close to the bottom left in west wind estate part of the pacifica

I have simolar issue, cannot call anyone. Im stuck with the main quests where I have to call Panam and Mr Hands, first they pick up but V says "cant talk right now" or something like that and hangs up. After that they just dont answer. Every call i get V just hangs up saying she cant talk/gotta go. Very frustrating

Can confirm this works thank you so much! Got there and Mr Hands called me immediately, it's kinda stupid you need to go to a certain point to be called, I hope the rest of the game is not like this mission. Thank you again!

OK so I spent 2 hours grinding street cred, then got the Mr. Hands side job call in Pacifica. Sadly I cannot call him regarding M'ap Tann Pelen mission anyway. Waste of time, sadly.

I went there yesterday and got the gig he gives you, however even upon completion he would not answer my call. Did you have to do multiple jobs for him?

Same issue here, V keeps hanging the phone on every call, i get stuck with 3 missions because that bug including the map tann pelen mission

I started the M'ap Tann Pelen mission, called Mr. Hands and did tasks while waiting for his call, and I eventually got it, but was unable to answer, and now it's bugged. I can't call him because he won't pick up, and the mission in the journal says to answer his call. Any help would be appreciated.

I went to the west wind estate part of the pacifica and nothing popped up also dont really wanna grind to 40 just for the gig to show up and MAYBE get a call for both which I doubt now after reading the last few comments :/ I'm sure they will release a hotfix this week but idk if they will cover this bug...hopefully they will!

I completed the gig, he called me again at the end, but still the main quest was uncompletable as he still would not answer. So unfortunately it is not a fix. Guess we have to wait!

Bugged for days now. Played all main quest hoping it wil fix it self. This is game breaking. How they released this game with all these bugs is beyond me.

My street cred is 27....ill level up and see what I get in my end.
