Have the same issue. This is really fun considering I have 30 hours in the game and absolutely no way to progress in the main quest. Mr Hands just never accepts the call. This is seriously pissing me off.
So I got my street cred to 30 and went to the west wind estate pacifica (right next clothing shop) and the gig WILL show up at street cred 30 for sure. So once I got there I did got 2 phone calls:
1. First phone call was for the main mission (awesome)
2. Second was for the gig.
Which fixed the issue for me finally so now I can progress. At the same time this is still a critical bug and I KNOW this doesn't work for everyone. So keep that in mind people. Still I hope this works for most. I know it did for a few people on here.
Couple of more things:
1. This will only maybe help some players if they missed out and couldn't "Answer the call from Mr. Hand".
2. PICK UP THE DAMN PHONE NO MATTER WHAT when he calls.

I'm in the same boat as you folks it seems. Stuck at ''answer the call from Mr. Hands'' or something like that. I think I can't even use the fix mentionned by others given that it seems that I have already done the gigs in Pacifica before manually contacting Mr. Hands for the main quest (done a lot of side quests and have max rep already).
I will send my save files to CDPR after work, but I only have those after the bug happened. I can't even pinpoint when given that I went and done other quests after manually contacting Mr. Hands and it's clear that the old saves are overwritten. It's the only serious bug that occured to me.
I suggest others do the same, it might accelerate the process of fixing this bug.
Hopefully they'll fix this soon, or maybe a gig will appear in Pacifica for me to do and it will work like it did for others.

It seems to me from the responses so far that the proposed "fix" of going to Pacifica for a side gig helps if you are in the stage of waiting for Mr. Hands call, but does not help if you are in the earlier stage of having to call Mr. Hands and he's not answering.
I may have a way to bypass the ''wait for the call part''. I opened the saved files in C:\Users\u%userprofile*\Saved Games\CD Projekt Red\Cyberpunk 2077/*name of your save*. Opened the metadata.9.json with Notepad++
I know it's metadata, but if someone can drop at least the ''trackedQuestEntry'' string of the later part of the quest, maybe it would work for people like me who are stuck. Depending on how the game is coded, it may just break the save, but I think it's worth a try. Or maybe even dump the info about the next quests in line, maybe it would work with that.

Just ran into this issue on PS4 Pro and its a much bigger problem than just with Mr Hands. Its the whole phone system. I actually first noticed the problem at the "Call Panma" mission. She would pick up, not even have time to say anything, then V would say "Gotta go" and hang up. Trying to call her again and she never answers.
This then spreads to the Mr Hands mission and every other contacts in the game pretty much, even with Claire Russell and her racing quest that requires to CALL HER !!
This Bug absolutely BREAKS the game and needs to be patched ASAP.
This is so infuriating. You do your best to complete all side jobs and put the main quests on hold for hours on end, only to be blocked out cause of a Stupid bug. Seriously CDPR????

I've got 70 hours in game, Level 50 and 50 Street Cred, have literally every other side quest completed, and this is the last left in my journal, stopping me from moving forward, stuck on "Talk to Mr.Hands", I managed to call him and he answered, but the call dropped midway through and he wont answer again. I reloaded a save that was before I first called him, and it worked perfectly fine, but that was 20 levels ago 
I also tried moving the quest id into the completed quests list a few days ago which also doesn't work sadly.
Can you send the saves files (before and after the bug if possible) to CDPR about the quest? It might help them fix this ASAP. Thanks to everyone.
Really hope this bug gets fixed soon. I'm stuck doing side quests until I can resolve this somehow.
Yes, this seems to solve the issue if you are stuck at the "wait for Mr. Hands call" stage. If you are stuck at "Call Mr. Hands" stage because he does not answer the phone, there is no known solution so far.
Posting this here again to make sure CDPR understands there are two distinct issues assotiated with this quest.
I had this bug. The first time I got the call, I think it was during some other calls, and the quest was stuck on "Answer the call from Mr. Hands." I managed to fix it, but I have no specifics on how I fixed it, and the way I did it might make some people lose a lot of progress, so I apologize if you lose a lot of progress due to this bug. First, some interesting things about this bug that I noticed: when I reloaded the save file to try again, He called by himself, but used his dialogue from a point during the quest when you are driving towards the chapel, and not the correct dialogue that should be used here. What I did is I reloaded the quest so that I never called Mr. Hands in the first place to ask for help with the Voodoo Boys. The quest objective was still just "Call Mr. Hands." I played through the entire main story that I could until the only main story quest that I could do was the M'ap Tann Pelen quest. I then called Mr. Hands and instantly after the conversation ended, he just started talking as if he "called back," and the bug was fixed. This is not specific at all, and I don't even know if this will fix it 100% of the time, so it's a risk you guys can process, but I thought I might post it so I could maybe help the few of you that wanted to try.
Has anyone found a fix yet for this, i have 50hrs+ and no way imma restart the game

Like I have done everything in pacifica even the gigs and NCPD stuff and all I have is "Answer call from Mr Hand", my rep stat is maxed, I am level 38 and have 63hrs in the game. It is the only Main Quest that I have available and I'm tired of clearing other districts because I want to finish the main story damnit. And there's no way I can restart the game.
I have the exact same problem as you. Exact. I sent my save file to CDPR and they have responded to me saying that they are aware of the bug and looking into it. If you can, send them your save file, maybe it will help.
I will do some side quests, but for now I will wait for the patch, after 50+ hours I'm not restarting. I want to finish the game before starting another playthrough.

Anyone had any luck with the console mod or cheat engine to try to resolve this? Any progress at all to speak of?
No luck with console commands so far on my end. From my google searches no one has posted commands related to quests, only items and such. I may try similar commands to Witcher 3, but I'm no programmer so I don't hold too much faith in this.
If I find something I'll post after testing in this thread, and even if it doesn't work for me I'll post if it makes sense
