You see them in one mission early on, and then thats it you never see or hear from them again. The game does a really poor job of introducing you to the staples of the city and getting you acquainted with them for a prolonged amount of time. Same thing with the various gangs, very limited interaction. Instead you get most of your missions by some random asian cop woman....what is the logic behind this move? Wouldn't it have been better that every district had its own fixer/gang that owned it, or maybe two gangs fighting and you need to pick sides. I believe originally that is what happened in Pacifica with The Animals and the Voodoo Boys, you can actually see random battles between them but unfortunately you only do 1 mission for Voodoo Boys and thats it, no more interactions.
