A lot of people compare what we got to the 2018 demo. And a lot of people seem to think that the "subject to change" is a valid defence in favour of CDPR, when it comes to accusations of false / misleading marketing.

A reasonable gamer might expect the final product to be changed over the course of development. But by "change" gamers tend to imagine the presented mechanics are fleshed out, expanded upon, less buggy, more flashy... not removed completely with a hacksaw. We've had games downgrade visuals to match expected performance levels and such... and it's always met with criticism (the bigger the change, the bigger the criticism). Essentially - it's a matter of scope and perceived change "direction".

Change features for the better and no one will be angry; in fact people will be happy that you delivered more than you advertised (under promise, overdeliver). For example the overall quality of visuals seems to have been improved since the 2018, and that's a plus for CDPR.
Change features for... something different (but of similar quality), and while some people might be a bit angry, the general consensus will likely be that it's OK, provided you come clean about such changes prior to release.
Change for the worse and people get angry - the more you change for the worse, the more angry people will get. Unfortunately for CDPR and the 2018 demo, this is the most common case, with features removed left, right and centre. Inspections, trams, spider bot, character creation choices... all hacked away from the title. Takedowns, significantly simplified. Crowd density - lowered. Plenty of things the narrator taunts or promises - missing. Any one of these things changed for the worse or missing would still get some people complaining, but in the grand scheme of things wouldn't probably matter. But when the scope was reduced so much, then it starts to be a problem.

And here's the best part... For a moment, forget about the 2018 demo. Forget about the 2019 demo. All you need to do is focus on all the pre-release 2020 marketing materials (trailers and Night City Wire episodes especially) and it's easy to find things that are misleading JUST THERE. No matter how you look at it, CDPR's marketing for CP77, compared to the final product, seems grossly misleading.
You cant explain any of this to the crazed fanboys, all you gonna hear is "but they had work in progress there blah blah blah, its your fault you were overhyped and expected unrealistic things blah blah, its game of the year blah blah".

CP77 in many aspects doesnt even meet standards for a ps2 open world game, the fact that games like Oblivion or GTA SA have much better AI and interactive immersive open worlds is embarassing towards CDPR.

A not misleading studio would publicly announce the changes and what content was cut. A studio intent on misleadin the customer would keep their mouth shut and try to prevent video game reviewers from getting to play the game until a few days before release.

I think of all the things I find fundamentally wrong with the many descriptions of what the game is "alleged" to be, it's the fact that it is NOT the "open world" game they claim it is.

Open world games don't gate content behind mechanics and quest requirements. Open world games let you approach the game's content in whatever manner you choose. You want to try content that pits you against mobs with skull icons? Go for it. But you do so with the understanding that you are quite likely to not survive. You want to play all of the content available without starting advancing the main quest? Have at it. But you do so with the understanding that some content may be connected to the main quest and unavailable.

Yet when I point this out, it's met with dismissive "excuses" like "but, but, Johnny has a line in some totally unrelated side quest so no, you cannot be allowed to see ANY of the other content in the game until he's jammed into your skull so you can be annoyed by "relic malfunction" every 15 minutes!!!" Open world games don't do this. They let you freely explore the world, and challenge content of any level at "your own risk". And then, when you say "I just want to avoid the main quest for a while and see the world", they hit you with the "there's TONS to do without doing the main quest!!!"

Well, which is it? There's nothing to do without Johnny? Or there's TONS to do without Johnny!!! Pick one. You can't have it both ways. Not in a truly open world game.

  • Ripperdocs are interactive while you select upgrades/Cyberware and also show the procedure for installing all of them [like at the start of the game]
  • Being able to buy items from all vendors
  • Apartment and vehicle customization
  • More mini-games [Gwent-like card game for all the cards you collect, bar sports, etc.]
  • An expansion set in space on the Crystal Palace Space Station
  • Barbershops, Bodysculpting centers and Tattoo Parlors
  • A Synthwave radio station
  • A flashlight for dark areas
  • Thermal and Night Vision modes for your Kiroshi Optics
  • Better Police, Enemy and NPC A.I.
  • Interactive Karaoke bars
  • Put the Optical Camo back in the game
  • Real-time weather effects [not just quest driven] where storms slowly roll in - ala RDR2 - with varying levels of rain/thunder/lighting
  • Being able to hack enemies with the Monowire
  • Being able to buy Braindance BDs and view them in your apartment
  • Being able to purchase Aerodynes
  • More apartments/housing
  • Being able to select what color your car will be before you buy it from Fixers
  • Vehicle dealerships
  • Bring back the motorized shopping cart NPC
  • NPCs can also drive Motorcycles. I've only seen them drive cars
  • More destructibility in the environments
  • Being able to analyze and zoom-in on items in your inventory
  • Having a way to do the "First Equip" animation on command
  • Being able to shoot while you are driving
  • Having different types of ammunition for your guns
  • More Joytoys
  • More customization options added to character creation

Well said broder... And misled also means tricked or lied.

But many people cannot accept the fact.

Followed 0 hype around the game and I'm loving the game, but seeing that list is depressing. Not trying to defend cdpr but depending how far back that list goes there has to be a reason they removed it all. I truly don't think they set out to con gamers. Even if they can't put it all back in or re enable things they should at least comment on it all. The 'say nothing' approach is the real kick in the nuts. Sure people may not accept what they say, but at least say something; unless they have big unprecedented plans for the next few patches.
 
Honestly my main gripes with this game are;

-Monowire can't hack and is a blunt weapon which levels street brawler. Like what??? You showed us it could hack on the Deep Dive more than a year back and now it's not even mentioned anywhere in the game? What's more it's a blunt weapon, seriously? What part of a 'mono-molecular wire' is blunt? That shit is sharper than anything we currently have IRL!

-Bad RNG stats for weapons and armor. Like, ok CDPR I know that TW3 was great and I enjoyed it a lot but it makes no sense to just copy paste the loot system onto Cyberpunk. Swords and plate armor? All handmade, even the best blacksmith will produce slightly different results every time he makes anything. But this is a post-industrial world! You're seriously telling me mass produced and machine assembled gear has a high variability in quality?

-Speaking of armor, who greenlit the armor values for subdermal armor? Who the hell is going to undergo surgery to gain a measly 50 armor points? There are tank tops with more armor rating scattered throughout the world! Again, why o why did you think it'd be a good idea to copy paste TW3 loot system into this game? I have three copies of the same pair of shoes and they all have different aror rating, what's more something I picked up off the street and wear on my feet is better at keeping me alive than highly advanced subdermal armor which (ostensibly) covers my vitals! Wtf???

-Lifepaths become practically irrelevant 20 mins into any playthrough. The only exception to this is the Streetkid who can access the rest of NC before The Heist through the Coyote Cojo fast travel point, AND I'M SURE THIS WASN'T EVEN INTENDED. Yeah, extra dialogue options are nice but that's not proper characterization and you know it CDPR, you're way too good at storytelling for me to believe you actually think lifepaths as they are now impact the way we play the game in any meaningful way.

Listen, I'm willing to overlook bugs and bad optimization in the face of the disruption from the pandemic and last gen consoles showing their age but come on, this is not the game we were promised at all!

Did they remove the busses entirely?

After seeing this, I couldn't recall if I'd even seen any in the game. I just rode all over the city for 30 minutes looking, and I haven't spotted a single one anywhere.
I don't think there are buses in traffic. Even motorcycles aren't in traffic
 
I don't if it was mentioned or shown in a trailer but apparently taking a ride in the bus or driving it was possible.

I think the bus maybe a misplaced asset from the end of the game. I have found some vehicles used in completed past missions elsewhere on the map. One I found was Judy’s van at the end of a dead end street and another was V’s fixed nomad car sitting in the petrochem parking lot. If you find one save the game then reload the game it removes it most of the time. Sometimes assets need to be preexisting on the map somewhere before they can be used in scenes.
