my average fps is 226 with every settings on but it drops to 71 when i move my mouse which makes it stutter
This is likely it. Try setting this to 144, 120, 72, 64. Walk it down and see if the stutters go away, happen more or less frequently, or seem not to change at all. Sometimes, a little FPS overhead is needed so other processes in the game sync up with key frames.
If using G-Sync, try running the game in Fullscreen Mode. Running in Windowed, Borderless, or Borderless Fullscreen mode are still windowed modes. There are options for G-Sync to use these modes, but it can create weird issues here and there.

And what is it? 3840x2160, 2560x1440, 1920x1080...etc?

Probably not the problem, but still worth checking -- ensure that the sticks are installed into the correct DIMM slots on the mobo. Color-coding and location may change, but there are some general things that are
usually true:
- If your mobo has 4 DIMM slots but only 2 sticks, the sticks should never be installed side-by-side. Their should always be an empty slot between them.
- Most commonly, the master DIMM slots are the ones that are physically furthest from the CPU. So the correct installment should look something like this:
- Newer models of mobo, however, arrange them in a more clear visual setup...so it may take a little study to figure out which one you have. (Generally, if you have 4 DIMM slots right next to one another [no clear gap between them,] then the above should be accurate.)
^ Even professionally pre-built PCs may have the RAM in the incorrect places. (But...after all that...it's unlikely to the case here.
