With the help with some articles from the Cyberpunk 2077 Wiki (Body, Reflexes, Technical Ability, Intelligence, Cool) I've tried to make a list of the minimal values for each attribute needed to unlock all possible options in dialogues or enviroment.
With 21 points for attributes gained during the character creation and 49 points available, you have enough points to build a character who has every option (except those with very high (15+) prerequisites) unlocked, expecially if you equip them with legendary gorilla arms (which increase Body by 6). Thus "perfect" character should have at least Body 13 (or 7 + legendary gorilla arms), Reflexes 9, Technical Ability 13, Intelligence 13 and Cool 13.
