Missing Herbalist in White Orchard

After clearing the abandoned site east of the "Abandoned Village" location, some NPC's came to reclaim the area. An herbalist was among them...but I've since gone back to the area (I'm now at level 16) and he's gone. All of the NPC's are gone from the place.

Is this a bug or does he move somewhere else? I've looked all over for the White Gull recipe and I think he's the only one that sells it. I'm at the point now where I need White Gull for potions and to craft other reagents such as Rebis, etc. Any help would be greatly appreciated.

What time of day it was you visiting that area? In the night there usually are only one person standing.

(if u're playing on pc) I think i found a solution(if u don't have the recipe) .. download the console mod on nexusmods open the console using the " ~ " key and type additem('Recipe for White Gull 1') .. i've read somewhere that the recipe disappears after a while but if it does i think u can add it again using the console command.

The other recipes from the herbalist npc in the prologue area are:
