Missing miners quest problem(kinda small spoilers i guess)

Ok, so the question is basically this: ehem, WHY THE F*CK IS THERE A LVL 35 ROCK TROLL WHEN THE QUEST IS LVL27??
Oh and it wouldn't have been too much of a problem really, I can kite the troll for eternity, it's not that hard, BUT BECAUSE OF THE F*CKING RED SKULL BULSHIT I DEAL NO DAMAGE!
I normally do quests that are a couple levels higher than me, it's okay by the game rules, so i should be able to do this quest at ~lvl23, but again, because of the red skull bullshit system, i can't do shit to the monster, until i'm lvl30 or smth.
This skull system ruins the challenge, by adding ridiculous modifiers, and it needs to be fixed(read - REMOVED).

I am Lvl 22 and put some hurt on him when I "explored" this overlevelled quest. Decided to come back to it later after reflection though... because he can hit pretty hard and I wasn't consistent enough to take him down more than half way ish on my first couple of tries. He'll get his come-uppance when I return though. (Have 21 pts from levels plus 20 from Places of Power (2 to find in Ard Skellige)). Could do with "better than basic" Ogroid Oil, but I can't get any "rabid" troll to drop the needed ingredient, and I've been leaving the peaceful ones alone.

You don't have to kill him to complete the quest.

I killed him with 3 enhanced Devils Puffballs, no need to fight him at close range. I just stood there and watched him suffocate.

I saved life Leto in Witcher 2. at the beginning of the witcher 3 i import saves,but mission "falling house Reardon" dont begins. Immediately there is an option "I was there". Nobody knows why?
