Missing NPCs for secondary quests in Novigrad - Walk on the Waterfront and Out on Your Arse
Currently playing v1.07 on PS4, but NPCs were never there at least since v1.05. I've been waiting to post this in case v1.07 fixed this issue.
I'm pretty sure they have never been there altogether, as the first time I reached such places was to deliberately trigger the quests.
Am I doing something wrong, e.g., there are prerequisites I'm not aware of, or else?
The only "similar" issue I had so far was with the dwarf for "Dwarven Document Dilemma", he was there without a "!" marker, ignoring my attempt at interaction. That quest fixed itself on his own after completing another one (Fencing Lessons).
With the aforementiond two, instead, I could not find a way to have them spawn, regardless of how creative I get with meditation.
