[Mod] Is there anyway to reimport file which bigger than original?

I try to mod according to this tutorial

http://www.nexusmods.com/witcher3/mods/14/?tab=4&&navtag=http://www.nexusmods.com/witcher3/ajax/comments/?mod_id=14&page=1&sort=DESC&pid=0&thread_id=2882424&pUp=1

According to this tutorial, I must reimport file which is same size or smaller than original file, but I have done many changes and wish to keep some comment, is there anyway to reimport them?

Well, technically you can attempt to 'force' repacking of a file with quickbms. But from my own testing, this doesn't really work. The file will get truncated at the exact point it exceeds the original file size limit. So, for example, if you made a file twice its original size, you'd end up repacking half a file, because the second half would get chopped.

Other than official tools. I'd imagine we'd need a better packing tool / script. OR we'd probably have to edit the file structure metadata, to edit it's allocated addresses in space, to change it's 'expected' size in bytes.

The issue is that the reimporter doesn't rebuild the file, it just reinserts the file at the same location, so if you make it bigger then the original it will overwrite content that came after it. Most likely corrupting the file.
