Movement Speed

So not sure whats going on here, but I assume like other things its yet another bug. I have a static movement speed of 4, yet I picked up a pair of pants that have a mod with movement speed +10. I equip them and movement speed still is 4. Take them off and its still 4. Sooooooo ...... anyone else seeing this

I feel this goes right along with crouching tiger and the bonus to sneak speed not working .....

I believe the speed modifiers are actually supposed to be a percentage. So your +10 is actually +10%. So you're not going up to 14, but rather 4.4 (which is barely noticeable).

Would be nice if they either 1 stated that or 2 made the numerical figure to the 4.4 as stated. It would take an astronomical amount of movement speed bonuses then to make a difference.
