It could happen sometimes, vehicles stay a the place where they "spawn".
You could report it, if it's not already done or if you want

I actually experienced a bug like this.
This is how it worked out for me: I moved away and called it again.

To give it a nudge, you could drive another car or take public transportation, then try again.

It happens quite often with patch 1.3 I noticed. It's annoying but I get around it by quicksaving and quickloading.
