As Riven-Twain uttered before me it looks promising. One advice: Make it smaller!
What is good:
Npc spawning
Npc walking
Npc Density
Layout of the city as Kovirian ( Pont Vanis or Lan Exeter?)
the quest idea
What is bad:
The size, if you want to finish it decently looking it will take a year full time working alone
The long walking paths to get the quest done
Streets are very straight and reuse of the same building meshes next to each other wihout any angle change.
